Feedback sought on expanded Building Product Standards

MBIE is seeking feedback on the latest draft of the Building Product Specifications pathway, ‘Amendment 1’, with submissions due by 5pm on 9 February 2026  

The Building Product Specifications (BPS) form one of three new compliance pathways introduced under the Building (Overseas Building Products, Standards, and Certification Schemes) Amendment Act 2025, aimed at making it easier for high-quality overseas building products to be used in Building Code-compliant work in New Zealand. 

The BPS references specific product standards, both local and international, that can be used to demonstrate compliance with the Building Code when cited in an acceptable solution or verification method. MBIE published the first edition of the BPS on 28 July 2025, covering products such as windows, timber, insulation and cladding 

The latest draft, Amendment 1proposes to expand the scope of the BPS by including standards and specifications for: 

  • Wall bracing elements. 
  • Sound insulation. 
  • Fire doors and fire-resistant glazing. 

These additions signal a push to broaden the scope of building products and materials that can be confidently assessed for Building Code compliance under BPS pathways. 

Why your feedback matters 

MBIE is seeking feedback on whether the proposed standards are suitable for New Zealand conditions, and whether other standards or product types should be considered for future updates to the BPS. 

The consultation gives builders, designers, consent authorities, suppliers and other stakeholders a chance to influence which products can be used under the Building Code. 

MBIE has described the BPS as a “living document”, meaning more standards will be added over time as they are identified and confirmed.
